In the 2009 ACT, a score of 20 is in the average percentile. This may be too low to satisfy some college entrance requirements, and you may want to retake the ACT test. There are practice tests which could help you prepare. (see link)

On the ACT achievement test, a composite score of 20 indicates a roughly average (just above 50 percent) performance based on percentile ranking of the scores achieved by other test-takers around the nation. It is important to note that a composite score is the result of an averaging of the scores achieved on each of the four primary sections of the ACT: English, Mathematics, Reading, and Science. One may have special strengths or weaknesses in these sections that are not evident in the composite score taken alone.

Yes a 20 is average for most high school students. and it is good especially if its your first time. you should consider taking it again if it was your first time and shoot for making two or three points higher.

Don't worry about the Plan, it is only a benchmark. Study for the ACT and you will be able to get a great score. (Plan 21= 17-23 ACT)
