The reason why energy (ATP) is needed with active transport is because active transport is movement of molecules from a low concentration to a high concentration so its going againstthe concentration gradient. As its going against the concentration, energy (in the form of ATP) is necessary or else this process will not occur.

This requires energy which is why the oxygen is needed (the oxygen producing energy through respiration). It is affected by the concentration of oxygen because the more oxygen, the more energy produced, the faster the process occurs. Diffusion is not affected by the concentration of oxygen because it does not require energy to occur.
