It is part of the phrase "banty rooster" which was short for "bantam rooster" which is a smaller breed of fowl than normal-sized roosters. They're only about half the size of normal ones.

The phrase "like a banty rooster" was commonly used to describe a person who acted tough or suave in order to "outman" the others. It can also mean cocky or oversure of oneself.
