The bread symbolizes nothing. When Katniss and Peeta were younger, Katniss went out looking for food through garbage. Peeta was told by his mother to go and feed a burnt piece of bread to the pigs. Instead, he found Katniss looking through their garbage hoping to find bread. He gave the bread to Katniss and suffered being beat by his mother.
