EDIT: actually ANY cellphone can be tracked - by interrogating the networks computer systems to see which masts the cellphone is linked to ! Every cellphone electronically connects to the three physically nearest masts on the network. While it can't pinpoint a cellphone to an exact location - it CAN narrow the search area to within a few square feet !
Once that is known, authorities can use handheld devices to definitively locate a cellphone ! (Snakester1962)
