"Your statue spouting blood in many pipes, in which so many smiling Romans bathed signifies that from you great Rome shall suck reviving blood, and that great men shall press for tinctures, stains, relics and cognizance."
Decius Brutus interpreted that the blood coming out from Caesar's body shall enrich the whole of Rome. People shall soak their kerchiefs in his blood and keep it as their prized possession or a memorabilia for the generations to come. Thus, he interprets in such a way that Caesar approves of it and does not pay heed to his wife's actual dream.
It represents a revival of the Roman people.

Well Cassius wants Brutus on his side, not only because Brutus was good friends with Caesar, but because Brutus is a very noble and loyal person that everyone wants on their side. Cassius is persuaded by another conspirator to trick Brutus into thinking that the citizens of Rome want Brutus to become king not Caesar. Cassius tricks Brutus by forging letters. The letters were said to be written by citizens telling Brutus that they envy him and do not want Caesar to become King, they would rather have him.

Brutus was a protégé of Caesar, and was considered to be one of his closest friends. That is why Caesar said "Et tu, Brute?" (What? You too, Brutus??) when Brutus stabbed him, and why Antony calls Brutus Caesar's angel.
Cassius plans to forge letters that may make it seem like the villagers think that they are unhappy with caesar as the king and bring his ego up more so it can target the fact that brutus's love for Rome is far greater than the love he has for Caesar.
