I don't know how to fix your problem specifically, but that error message means that one (or more) of your Windows services isn't started. If you don't know what you're doing, then BE VERY CAREFUL with Windows Services. Windows Services is a bunch of background stuff that Windows runs to make Windows run right (supposed to, anyways).
To see your services, click Start -> Run -> type services.msc and press Enter. A box will come up with all your services. You will see some with Status as "Started", most will not. Some will have Startup Type as "Manual", others "Automatic" or "Disabled".
Your problem is that one (or more) of these services that have a Startup Type of "Manual" (or "Disabled") does not have a "Started" status. To fix your problem, you need to find out which one needs to be started and start it. To start a service, double click on the service you wish to start and the Properties window will come up. Make sure you're in the General tab and there should be a start button in there. Press the start button and the service and voila! Stop button is in there too in case you want to stop a service.
To give you a little more help, in the "Service Properties" box, there's a tab called "Dependencies". If you click on that tab, it will show you all the services that need to already be running for that particular service to work on top. On the bottom, it will show if there's any service options this enables. For example, double click on "Terminal Services" in the services.msc window and go to it's Dependencies tab. On the top, you'll see that Remote Procedure Call (RPC) needs to be enabled for "Terminal Services" to work. On the bottom, you'll see that "Terminal Services" must be started for the "Fast User Switching Capability" to work.
