You have to take into consideration of the parts plus labor, plus bleeding the brakes because the line was opened and the air has to be bled out. My best guess would be somewhere in the neighborhood of #100 to $150
Replace the speedometer cable. Better yet, replace the car. I had this problem in my 94 acclaim. Somehow it had gotten severed and no new part was needed. Take it to a mechanic you trust and all it will cost you is labor. No need to replace the car.

On my 1990 it is the middle relay on the left fender between the battery and the shock tower.
It is screwed into the exhaust behind the engine.
The heater core is inside the Hvac housing, under the dash.
