What does it mean to 'have issues'?
'To have issues (with)' is a recent colloquial equivalent to the expression 'to have problems (with)'. It is used mainly when talking about problems in interpersonal relationships.
This could mean that you are having some worries about your relationship between your mother and yourself. It could also mean that you have some sort of trouble with either aknowledge the solved issues in your waking life or you have unresolved issues you may have in waking life that maybe you refuse to get solved.
It depends on what you mean by "diagnose medical issues". If you mean medical diagnosis per se, not unless they are a doctor. If you mean whether questions that relate to medical application vs technical unemployment requirements that has nothing to do with treatment, cause of medical problem (unless, of course it may relate to working conditions), etc. then yes they need to deal with those issues.
