Computer literate means that you understand what you are doing on a computer. You are able to use computers :)

Being computer competent means that you are excellent at doing stuff on the computer. You are excellent and quick at using computers.

Both of those basicly mean that you know how to use a comuter. Not just knowing how to boot up and run two or three programs; but REALY know your way around.
