There are a few reasons. They could be a pair and mating. They could just be playing. If the one doing the chasing is biting the fins or tail of the other fish, it could be a bully. If the one being chased has no signs of being bitten and is in good health, you have nothing to worry about. If you have a bully, you need to make sure he isn't damaging the other fish. If he is doing damage, he will need to be taken out of the tank.

Goldfish don't actually lick, but it sounds like the chaser is male, and the one being chased is female
