They are basically asking if someone is choosing to be an optimist or a pessimist. If a glass is half full there are 2 ways of seeing it; as being either half empty or half full. An optimist would view it as being half empty (THATS WRONG), but a pessimist would see it as being half full (OTHER WAY AROUND) so that they can have something to complain about.

Asking if a glass is half empty or full is a test of your attitude and personality. If you answer the question with half empty that means you see things more negative. If you answer half full it says you look at things more positive. No answer is the right answer. If you want your answer to be half full when you believe it's half empty than you can't change your point of view. Stick with your original answer, no one will care.

There is a saying "Do you see the cup half full or half empty?" which means: are you mostly optimistic about things? Then you would see the cup half full and vice verse.
