hi could be possible that turbo seals are leaking on mid housing and engine is sucking oil straight in and running on it, hence switching off makes no difference. also check your oil level some vehicles if over filled will exhibit the same problem until excess oil is burnt off. or if vehicle is a diesel could be you have boost control unit that that has seal gone allowing fuel into air side and sucking it straight into engine.
Which part isn't working? Is it blowing air but it stays cold, is it not blowing at all or is it just blowing to the defroster?

wind stops blowing when there is no high pressure area & low pressure area- and this is possible only when earth gets equally warmed by sunrays.so,if the wind stopped blowing for a year then there will be no rain on that year. on other hand the production of electricity by wind power will stop.

so its not blowing at all anymore, as in no air at all? if tahts the case then how do you know its still cold. if it isn't blowing as well you may just need to change out your filter, just like in a house all cars(most)have a air conditioner filter. if its not blowing anymore at all it sounds like your compressor or your whole dam motor went out, take it to shop.

you are blowing exhaust through the intake. It doesn't take a rocket scientist to figure out what that means.
First thing to do is replace the fuel filter. If it still blows the fuse the fuel pump needs replacing.
