You need to inspect the brake pads/shoes and have the brake system bled. The soft pedal is air in the brake system. The fact that you are hearing air makes me suspect you may have a defective brake booster. Have the power brake booster vacuum diaphragm inspected.
Sounds like your handbrake is stuck or rear brake drums are seized. Check out hand barke system and rear brakes.

Do you mean when you push the pedal " hard " you hear noise..........if so could be the ABS..........if not, then please have your brakes checked for safety.
When the brakelite switch fails it fails to on. Replace the brakelite switch. Located under the dash on the brake pedal arm. You will see a push switch that is released when the brake is pressed. Just replace that switch.
