if she rejects you it does not neccesisarily mean that she doesnt like, she could be testing your reaction to see if you really like her or not
but if she doesnt say i like you back she is probably just shy or she just isn't into you
Maybe they just don't know. It could be something about you they don't have the heart to tell you, or something with herself that she has to sort out before she dates again (stress, her future goals, or having her heart broken very badly in the past). Just continue to be the friend you have always been and don't pressure her and you may still get her heart. If not you've gained a valuable and close friend.
