Dogs have a third eyelid, called the nictitating membrane, that moves across the eye and gives additional protection to the cornea. It is a thin white membrane that is not usually visible. Having visible nictitating membranes, which appears to be what you are describing, can be a sign of ill health or problems with the eyes.
