Goldfish (Carassius auratus) should not have bubbles on their scales. These could be forming because there is a surfeit of air in the water. Given time this air will dissipate and the bubbles will dissappear.

If your goldfish spends a lot of time surfacing and appearing to gasp for air, this is typically a water quality issue.
Test your water for ammonia, nitrites, and nitrates which should be 0, 0, and less than 10 respectively. If they are not, you should do an immediate 50% water change making sure that the new water is the same temperature as the old water, and that you use the recommended dosage of aquarium water conditioner per the instructions on the bottle.
In addition, check your PH level which should be 7.2 to 7.6; if it is much lower, the water change should help balance that out.

They are just passing air that they ingested from the surface, or air that’s trapped in the food.

Be sure to Feed flakes into the filter current so they go under the water, or feed sinking food so the fish ingests less air. Swallowing air can cause swimbladder trouble.

In their bowl, the goldfish have huge amounts of protein buildup, and as the fish go up to get air off the top of the bowl, they're creating bubbles in that dirt.

you should check this out with your local vet it could be fungus or the temperature of the water in the tank/bowl is too warm

Its nothing to be worried about. my fish do it all the time and nothing happens. it usually happens when another fish comes into a tank.
