If the horse is throwing it's head around when being ridden then either it's the rider that's the problem or somthing is hurting the horse. such as the bit/bridle/ or saddle this is also cuased by the mis-use of spurs. If the horse is out in pasture or being ground handled then he's just playing or confused.
