This is an ideal which states that no human-being is born better or worse than any other. Which is ironic considering that most of the people writing the document that this was written on, specifically the Deceleration of Independence, had slaves. And by having slaves they were declaring that they were born better than their slaves.
He was telling the king that everyone has right to be equal !
