She is often known as "the girl who was on fire" because her stylist, Cinna, dressed her in what was said to be a gown that was on fire, during the time where tributes were being introduced to the public for the 74th Hunger Games in the first book, The Hunger Games. Many of her outfits symbolize fire, as that is what Cinna thought represented her district best, instead of a mining suit or something along those lines.

Another of Katniss's outfits throughout the series was her wedding gown, which she wore to the opening of the 75th Hunger Games in the second Hunger Games book, Catching Fire.Unknown to her, her brilliant stylist Cinna had designed it to turn into a Mockingjay dress when she twirled. Both the audience and Katniss are pleasantly surprised and awed by the extravagant display, but the Capital gets revenge eventually. Katniss, by becoming the "Mockingjay", also became the symbol of an upcoming rebellion.

In The Hunger Games: The chariot one: Cinna tried to make her memorable and outstanding, same with the interview one.

The one after the game: She is an innocent girl who is in love

In Catching Fire: Her outfits represent the powerfulness she has and had because she stood up against the Capitol

Their costumes in The Hunger Games symbolize fire burning.. I'm not sure about that one but their costumes from Catching Fire symbolize coal burning, since their district is the Coal District.
