Neutral means not invested in the success or failure of a particular national/political agenda, party or interest. A nation or an individual can also be known as being neutral in a more global sense, regardless of the interest at hand.

Being neither positive or negative; not going forward or backwards. Not taking sides. Balanced.

Neutralisation is when and acid/akali turns 7 on the pH scale. Ot do this you either add an akali to an acid or you add an acid to an akali. When the substance is neutral it will be green on the pH scale.
