Physicists go about 'discovering' these laws and spend substantial time verifying the discoveries and determining all the consequences. Physics may be an exact or nearly exact science, but it is not perfectly mathematical. That is laws are never proven but only hypothesized. Then everyone goes about looking for an exception. The proof is never complete as the law is never mathematically derived and is always subject to revision.
