The Bible does not say anything about starvation. There is talk in the Bible about fasting and also about famines.

ANOTHER ANSWER:

There was Esau, of course: "Esau said to Jacob, 'I'm starved! Give me some of that red stew you've made.' (This was how Esau got his other name, Edom - 'Red.') Jacob replied, 'All right, but trade me your birthright for it.' 'Look, I'm dying of STARVATION!' said Esau. 'What good is my birthright to me now?'" (Gen 25:30-32 NLT New Living Translation)

Also: "Whenever the Israelites planted their crops, marauders from Midian, Amalek, and the people of the east would attack Israel, camping in the land and destroying crops as far away as Gaza. They left the Israelites with nothing to eat, taking all the sheep, oxen, and donkeys. These enemy hordes, coming with their cattle and tents as thick as locusts, arrived on droves of camels too numerous to count. And they stayed until the land was stripped bare. So Israel was reduced to STARVATION by the Midianites. Then the Israelites cried out to the LORD for help." (Jud.6:3-6 NLT)

There are prophecies of warning to God's people for forsaking Him: "'I, even I, AM the One who comforts you. So why are you afraid of mere humans, who wither like the grass and disappear? Yet you have forgotten the LORD, your Creator, the One who put the stars in the sky and established the earth. Will you remain in constant dread of human oppression? Will you continue to fear the anger of your enemies from morning till night? Soon all you captives will be released! Imprisonment, STARVATION, and death will not be your fate!...'" (Isa.51:12-14 NLT)

There are dreadful descriptions in the Bible of "cannibalism" resulting from the STARVATION that results from the deprivation of the wars the enemies of God's people bring upon them through their forsaking His laws.

"...the people will still not repent and turn to the LORD Almighty. Therefore, in a single day, the LORD will destroy [through enemy nations] both the head and the tail... The leaders of Israel are the head, and the lying prophets are the tail. For the leaders of the people have led them down the path of destruction... they are all hypocrites, speaking wickedness with lies... This wickedness is like a brushfire... The land is blackened by the fury of the LORD Almighty... They fight against their own neighbors to steal food, but they will still be HUNGRY. In the end THEY WILL EVEN EAT THEIR OWN CHILDREN. (Isa.1:13-20 NLT)

"A stingy man is eager to get rich and is unaware that poverty awaits him." (Prov.28:22 NIV)

"Two things I ask of you, O LORD; do not refuse me before I die: Keep falsehood and lies far from me; give me neither poverty nor riches, but give me only my daily bread. Otherwise, I may have too much and disown you and say, 'Who is the LORD?' Or I may become poor and steal, and so dishonor the name of my God." (Prov.30:7-9 NIV)

"Give beer to those who are perishing, wine to those who are in anguish; let them drink and forget their poverty and remember their misery no more." (Prov.31:6-7 NIV)

In ancient times, the Mosaic Law had a provision for tithing. This was intended to provide for the needy ones AND the Levites - the tribe of Judah that was selected for the priesthood when the Israelites were freed from Egypt. Since Jerusalem was destroyed in 70 C.E., there has been no priesthood to support.

There was provisions in the law regarding caring for widows and orphans that had no funds.

Christians, however, received no direct command for giving a specific amount of one's wages. Christians were encouraged to contribute what they could and were very hospitable to ones who were engaged in the preaching work.
