Damon Albarn, one of the main people behind Gorillaz, states that it is about the world filling up. The chorus says "overload, overload, overload, coming on to the overload" what he means by this is that the world is filling up or 'overloading'.
That is an actual fact, so that's what the chorus means, but I think the verses are more about opening yourself up to music and love. I guess it's all up to interpretation
