There is historical evidence that wine was often drunk mixed with water. Everyone who thirsts, come to the waters; and you who have no money, come, buy and eat. Yes, come, buy wine and milk without money and without price (Isaiah 55:1). * How fair is your love, my sister, my spouse! How much better than wine is your love, and the scent of your perfumes (Song of Solomon 4:10).

The wine doesn't symbolize anything. "Symbolize" means to represent something else; and that is not the purpose of the wine. Rather, the wine itself is a vehicle to increased enthusiasm and camaraderie. When used in moderation, and specifically at Torah-related occasions, the wine adds to the atmosphere and may engender exhilaration.
