Though there are many different breeds of dog, they are not all - the same. For example, if you took two - let's say, Collies - they are the same, because they are the same breed, right? WRONG! They both have their own personalities, so, like two human baby twins, they cannot be EXACTLY the same because they are not EACH OTHER, which makes them DIFFERENT! So, you see, even the same dog breed is different. However, to answer your question, I will tell you also this: Because there are no dumb dogs - just stupid, abusive people - all I can say is some of the smartest dogs - I am not going to tell you their names because then I would have to look them up - are in the breed of the Border Collie, the Poodle, and something else - I think it's the Labrador, I forget....
I am not a trainer and have owned one dog at a time in my life time. I agree that treats do not work for all dogs. I have owned a large golden retriever who was so full of life that he resembled Marley the dog who ate pillows and knocked over the garbage cans. The answer to train him was to take away his food and only offer him treats when he followed commands. As a smart and hungry dog he learned very quickly and followed my every look and command. On another hard to train puppy I have been in puppy school where a mutt rolled over and played every time the owner gave a command. Even the head trainer couldn't get that happy go lucky mutt to listen or follow commands. I think that the dog wasn't working on all cylinders. I now have a small dog. As a puppy my Brussel Griffon was very hard to train. This dog is not attracted to food or treats but looking for my husband (His litter mate). It took me 3 years to get this dog to walk on a leash without pulling ahead. He is now 6 years old and just yesterday he walked into pet store without pulling or trying to find dust in every corner to sniff. Every day he finds new things to fear. Cars driving by the sidewalk or the noise of the dish washer. In summary, I do feel that small dogs are harder to train. It is harder to reach down and snag them to let them know something is wrong. All trainer tapes show middle sized dogs and larger getting trained because they are easier to train. Caesar Millan is the only dog whisperer who has tackled snapping, barking, small dogs and I don't see any dog trainer own small dogs. This is only my thought and I have asked for Dog Training tapes specific for small dogs.
Any dog that is not on the higher end of the intelligence scale will be difficult to train period. If you want it easy, do your research before you get your dog, and get a smart one.
On another note, don't use pads or grass mats. This confuses the dog. You want them to associate going outside with going to the bathroom. I have had several dogs and have tried several different methods, the best one so far has been the old crate method.

There is no one breed of dog that works the hardest (some work harder than others of course but it would be hard to pin down). Each was bred for a different job. Mixed breeds have jobs too such as therapy dogs, etc.
