This is because the bowel movement associated with Milk of Magnesia removes much of the potassium in your body. So you need to replace the potassium as often as you take the Magnesia.
Excessive amounts of magnesium can cause loosened stools and diarrhea. How much is excessive varies from person to person and can depend on their diet as well.

It would be better to give the child Milk of Magnesia so the child does not get gassy, bloated or experience colon pain. Too much use of a laxative or bulk fiber can cause problems too. See the child's pediatrician if the child experiences continual constipation. It is not something to ignore.

The milk will sour and start to smell bad. It should not hurt your plants - might even be good for them as a fertilizer. Your plant may wilt if you give them too much.
Btw I have the same cat that u have and he is old and he has no problems relating to that.
