Until just before World War I ended, Germany was ruled by an Emperor, or "Kaiser" in German. The last Kaiser was Wilhelm II (or William II, in English).
However, the German Empire had four kingdoms inside it- Wuerttemberg, Saxony, Prussia and Bavaria (except for Prussia, which was broken apart, all of them are still states within modern Germany)- the Kaiser was considered to be higher rank than the Kings, and was allowed to rule them.
