Until just before World War I ended, Germany was ruled by an Emperor, or "Kaiser" in German. The last Kaiser was Wilhelm II (or William II, in English).

However, the German Empire had four kingdoms inside it- Wuerttemberg, Saxony, Prussia and Bavaria (except for Prussia, which was broken apart, all of them are still states within modern Germany)- the Kaiser was considered to be higher rank than the Kings, and was allowed to rule them. One way or another, all of these kingdoms ended when World War I ended. The kings during the war were:

  • Bavaria - Ludwig III
  • Prussia - Wilhelm II (the Kaiser was also King of Prussia)
  • Saxony - Friedrich August III
  • Wuerttemberg - Wilhelm II (a different one- not the Kaiser/King of Prussia)

There was none as the Holy Roman Emperor title was last given to Francis II in 1806. You are probably referring to the Kaiser and starting in 188 up until 1918, that title was given to Wilhelm II.
