Well people think its just because she worked for tsunade and because of that tsunde let her become chunnin. BUT then agin she couldve requested it it like shikamarudid.BUT then again think about it, u need a 3 man squad to enter the exams, and no said u have to be on the same team, if u dont get then let me explain. Shikamaru was the only one who made chunnin, leaving ino and choji gennin, and sakura was also still a gennin, and since sakura was left by herself its possible that she entered the exams with ino and choji and passed all together.And naruto doesnt have anyone to team up with...
So my point is she couldve entered with ino and choji.
