Also, there's a possible 'intermediate form', Peripatus, the velvet worm, being long, thin and soft-skinned, but also having many stubby legs!

You could safely argue that the highest by count is class Insecta, or any of their parent taxa, subphylum hexapoda, or for that matter the entire clade Pancrustacea.
