you need a ditto because I have had the game for 7 months and only found the eevee the game gives you.

Also you can breed anything with ditto and you get the first evolution of it. (Doesn't matter how many times you do it.)

Actually, you can find eevee occasionally at the Pokemon mansion. then you can catch as many as you can.
