I assume you are refering to a browser - an when a user has clicked a link...what happens next?
Without gettign to complex, the link is sent from the browser via the ISP to a DNS server somewhere that can put a face to the name (i.e. an IP Address) - it is sent as a message with a message header that the servers uinderstand is a request for the link to be served. After various routing to narrow down the address it reaches the correct server - via its named servers - (if it exists and is reachable) and is interpreted by the server's software (IIS/Apache/Cold Fushion etc) and the requested file is looked up on the server. If found, a message is returned (to the IP address of the sender in the original message header) to say it is good and then the server serves the URL (if it is a file, it returns it to the requestor - if it is a web page etc it is built and sent along with it required parts - javascript, images, css files etc - all as different files). Meanwhile the PC has received the found message and waits for the files to come down - as it gets them it builds the web page in the browser. The browser caches the files so it does not have to down load them again (this depends on a few things).
If the web server did not find (or could not serve for any number of reasons) the file it will return a 404 type message so the browser can inform the user that its a no go (not found etc).
So, in short, nothing follows it, it is just a potential request - when clicked (activated) the request is sent and the data comes back - the browser software redraws the new page as it arrives.
