Most planetary scientists agree that liquid water probably existed on the surface of Venus earlier in its history, but that it was boiled away by runaway global warming; and that the steam combined with volcanic sulfur dioxide to form the sulfuric acid clouds.
Because Venus has a runaway greenhouse effect, its temperature is exceptionally high and water would likely not exist in any form except as a gas (steam).
