At least 3/4 (38) of the States must then ratify the amendment. The States can ratify the amendment either through their legislature or by convention.
* 67 votes in favor of the amendment is not required for passage unless all 100 Senators are there. If only 60 Senators are there at the time of the vote, 40 votes would satisfy the 2/3 requirement.
