It's all subjective, but I have a light olive skin tone myself (beige-ish complexion that burns minimally and tans rather well I assume you mean), and I have very dark brown hair. Normally people with this skin tone have brown or black hair but it varies. Dark blond/light brown-haired people can also have a lighter olive complexion and may therefore tan well. So really, any hair color save light blond or bright red will look natural with an olive complexion. The latter two hair colors are mostly found in people who also have very fair complexions (i.e. Northern/Western Europeans).
Light olive skin is typically found in Southern/Eastern Europeans, some Middle Easterners, and among East Asians (i.e. North Chinese, Japanese, Koreans). Chances are you are at least partially descended from one of these ethnic backgrounds if you have this skin type. I inherited mine from southern Italian ancestors. Darker olive skin tones are more typical of North Africa, the Middle East, Latin America (where many are a mixture of European/Native American/African), and Southeast Asia. Hope this helps!
