Japan had never before in its history lost a foreign war thus the very concept of defeat was alien to them. Furthermore the Samurai code which infused their military culture utterly rejected the idea of surrender. Surrender was shameful and cowardly. The only honorable thing to do was fight on to death. In addition to that, their experience with conquering other countries was that the defeated people were at the mercy of the victor and they had never shown mercy. They raped plundered, looted and enslaved the peoples they ruled. Naturally they found it difficult to conceive that they would not face the same fate. It was for all these reasons that they resisted surrender. What they expressed in their communications with the allies was concern for the position of the emperor. The emperor was the human personification of the Japanese nation and culture and civilization. It is difficult for us truly to understand how they thought and felt about the emperor. If the emperor ceased to be emperor then Japan would, in a very real sense, cease to exist. They finally indicated they would be willing to surrender if the position of the emperor would not be harmed. President Truman issued a statement saying that Japan would not be enslaved and would eventually have a government chosen by the people but that the emperor would continue to reign subject to the authority of the Allied commander, General MacArthur. With that understanding they surrendered unconditionally.Michael Montagne

unconditional surrender and not to negotiate terms
A term of surrender is something that a side agrees to before they surrender. for example if country "A" attacks country "B" then side B askes "A" to cease-fire and they will surrender peacefully. "A" could countinue attacking or accept "B"'s Term of surrender. Now because Of the Geneva convention Your surrender is baised on our enemies terms. Answer When two countries agree to cease fire, they negoitate the terms of the cease fire. They agree to a set of rules or terms. The same is true when one country asks to surrender. Sometimes, a defeated enemy will ask for certain terms, such as food or allow them to keep their side arms. These conditions are the Terms of Surrender. If the one who won the battle does not agree to accepting any terms, he demands only an "unconditional surrender".
Unconditional.
Early in 1943 the Allies resolved to accept only unconditional surrender and not to negotiate terms. Unconditional surrender means what it says: a country surrenders and allows the victors to do as they please.
