Since the passage of the Voting Rights Act in the 1960's it has been illegal for any group to be barred from voting. Some irregular events have happened in elections, but these are individual incidents so there is no "wide" groups that are not allowed to vote.

Some 5 million US citizens cannot currently vote in elections because they are convicted felons, even if they have served their time. Another 5 million US citizen cannot vote because they live in a US territory or commonwealth. These include DC, Puerto Rico, and Guam. Residents in these areas sometimes have a non-voting representative to Congress, who has no power. Residents of DC can vote in presidential elections.

Historically other groups have been barred, but these are two groups of citizens that currently do not have a full vote.

Also there is a 3rd group, people under the age of 18 are barred from voting in many states because of no reason other than age, the 26th ammendment says that the voting age cannot go above 18, but it doesn't say anything about lowering the voting age, so some states and citys choose to have a voting age of 16.

Persons that are not legally eligible to vote. This could include convicted felons, minors, people adudged mentally incompetent, non-citizens, and those that have not registered to vote.
