Well I tried this yesterday.

I had an 80/20 water/IPA mix. The water went milky and there was a foam on top of the water. The effectiveness of the IPA was diluted as well. I use it as a solvent and it was not effective at this concentration.

Contraction by dilution.

Example:

1.0L alcohol + 1.0L water = 1.9L solution (in stead of 2.0L)

This means that density is higher than expected by calculation:

dsol = msol / Vsol > (ma+mw) / (Va+Vw)

Depending on the quantity and the concentration of ethanol; it is possible to become intoxicated, or drunk.

If the type of alcohol you are using is ethanol, then by mixing water, alcohol, and sugar, you have made yourself a drink. It is more or less the formula for Smirnoff Ice.
