The 15th amendment is the amendment that prevents the government from blocking people's votes based on race. Later, the Enforcement Acts allowed federal prosecution of people who violated this right, such as the KKK.

After 10 former Confederate States (Tennessee had already been readmitted to the Union in 1866) had reluctantly amended their own State Constitution so as to conform with the US Constitution, including the 14th Amendment, they were also readmitted between 1868-1870.

Then the Congress passed the 15th Amendment, which stated that citizen's rights had not to be limited by: "race, color or previous condition of servitude.

Although it might have appeared that the purposes of emancipation and restoring the Union had been achieved, almost none of former Confederate States accepted "de facto" the observance of the law. Their ruler found ways to keep the white supremacy preserved and harm the black rights without formally infringing the Constitution.

This state of affairs was to endure until the rise of the civil right movement in the 1950s.
