While Wilson was opposed to the US entering WW I, he realized it might be unavoidable and started military preparations as early as 1915. This became one of the Democrat's issues during the 1916 campaign. The Republicans nominated Charles Evans Hughes and he was considered a "moderate" on the war. His views were very similar to Wilson's--try to avoid war, but be prepared. Because Teddy Roosevelt toured the country supporting US entry into the war, and because he supported Hughes over Wilson, the Republicans became the party who favored the US entering the Great War, in the public's opinion. The election was very close but the anti-war western states went for Wilson and the Democrats narrowly won with an electoral vote of 277 to 254.
