Yes, they can, providing they are over 18. Most license holders to serve alcohol, are pub landlords, and as such, have unrelated staff serving for them, so anyone can serve alcohol under someone's licence as long as they are over 18, and are in the premises that are stated within the licence.
No, if the person buying it is of age it's not illegal to sell Alcohol even if they have someone younger than 18. However, if that person was to then give the drink to the person who was underage that person may get into trouble with the police. Or if it is served to someone under 18, in which case the Barkeep would be in trouble. But who cares really? Most bartenders just claim you said you were 18 anyway. Money is money.
