What happens if you are 16 and are caught driving without even a learners permit but have a special excuse such as a sick parent?
You could tell the court that your dog ate your driver's license. Or perhaps the nearest phone (to call for police or ambulance help to save your sick parent) was a necessary-evil, unavoidable-driving-distance away.
More likely than not, you knew that what you asked has no basis, and you must think as an adult. That is why there are age minimums: you need mature judgment to become a good driver!
