The fluid level will make contact with the rotating parts and whip the fluid with air into a froth. The aerated fluid will not be able to do its job and cause damage.
The transmission will fail.

If any fluid except for the correct transmission fluid is put into the transmission of a car, it will eventually fail. If this happens, a person must flush the transmission of the car.
Fill the transmission filter with transmission fluid before you put the new transmission filter on. You probably will not need to add any transmission fluid.
