If there is no license or record number available for the person, the state DMV will create a record number in order for the charges to be processed. Once that number is assigned the rest of the process will proceed normally.

Most likely, you'll get charged with two offenses, speeding and unlicensed driving. If you can prove to the officer you simply forgot your license, they might simply ticket you, they'll let you drive home, and you can get rid of the no license offense by showing up in court with it.

But if you can't prove to the officer's satisfaction that your lack of a license is because you forgot it, you're not allowed to drive, so you are dropped on the street where you are and the vehicle is impounded and towed (unless there is someone else in the vehicle with a valid license).

If this person only gets one ticket with no license, maybe he will be warned by the authority. If he gets a lot of them, maybe he has broken the law and will be fined or put into prison according to the seriousness of the case.
