The about of energy passed to the next level is 10%. If the first level uses sunlight, it will use 90% for growth and reproduction. That means that 10% can be passed on. The second level also needs to grow and reproduce. So it will use 90% of that 10% leaving only 10% of 10% to pass to the third level. This is why there is usually only 3 levels in an ecosystem. The numbers of organisms reflect this. The numbers become fewer and fewer.
Example:
the grass makes energy from the sun. A zebra eats the grass so now the zebra has the suns energy. A lion comes along and eats the zebra so now the lion has its own energy, the zebras energy, and the energy the grass made. So all that energy came from the sun. That kind of makes sense and kind of doesn't.
