If saturation occurs at temperatures between 0 degrees Celsius and -4 degrees Celsius , the surplus water vapor invariably condenses into

SUPERCOOLED WATER(water having a temperature below the melting point of ice, but nonetheless existing in a liquid state).

Ice does not form within this range of temperatures.

Nothing, unless it is heated up or cooled down. Assuming it is pure water at 1 atm. pressure, heating it up will cause an increase in 1 degree Celsius of each 1 gram of water with the input of 1 calorie of heat. Two(2) calories of heat will increase the temp. of each 1 gram of water to 2 degrees Celsius and so on up to 100 degrees Celsius (water's boiling point at 1 atm. pressure). It requires the loss of 80 calories from each 1 gram of water at 0 degree Celsius to convert it to ice at 0 degrees Celsius.

That all depends on air pressure. At sea level, water will freeze at 0 degrees celsius. On a mountain or below sea level, the air pressure will be different and water may be in different states.
