Kinetic is the energy that is contained by matter in motion. Solid... liquid... it matters not.

Do you mean like when 32° water turns into 32° ice? If that's what you mean, that is called the heat of formation (if my 25 year old thermodynamics lessons are still in my brain). It similar, but opposite, to when 212° water boils, and does not get any hotter, but rather just continues to boil until it is all converted to vapor (heat of evaporation). All the additional heat from the stove goes to heat of evaporation. In order to convert a liquid to a solid, it must be cooled to the freezing point, which is where it stays until the change is completed.

What happens to the energy? It must be removed from the substance. It goes to wherever you sink it to.
