In the atmosphere, what happens is that the water vapor condenses and becomes rain, that mixes a little bit of dust and you make a cloud. Maybe because of that mixture, is why rain PH level is 6 instead of 7.

Water vapor (gas) in the air is called humidity and is seen as clouds. Warmer air can hold more water than colder air. As the humidity reaches 100% where the air can't hold anymore then it condenses to liquid and falls as rain or if its cold enough snow.
