Ammonia is a base whereas vinegar (acetic acid) is an acid. Reaction between an acid and a base is-
Acid + Base ---> Salt + Water

Reaction that happens when you mix ammonia and vinegar is-
NH(3) + H(2)O ---> NH(4)OH
NH(4)OH + CH(3)COOH ---> CH(3)COONH(4) + H(2)O

CH(3)COONH(4) is called ammonium acetate.

Nothing should happen. Both ammonia (NH3 aqueous solution) and baking soda (sodium bicarbonate) are bases, so there is no neutralization reaction as with vinegar and baking soda.
