The only place that you are allowed to post personal ads on WikiAnswers is on your profile. Hopefully, if you provide good answers and contributions, people will click on your username and look at your profile and see your ad. You are not allowed to post ads on the Community forum, answers, or other user's message boards, unless you would like to be blocked.
If you are not a Supervisor, there is no way of disabling the ads in your account. If you are a Supervisor, click 'My settings', go to 'Advertisements' and select 'Hide advertisements'.

Ads are not displayed to users who are logged in to WikiAnswers, so that is most likely the cause. I.E. 9 may also be somehow blocking the ads but I doubt that is the case. If you recently installed a browser extension such as AdBlock, that could also cause the ads to disappear.

Yes, nobody is allowed to click on their own ads. There is no way for an ad network to allow publishers to click on their own ads because this will bring no benefit to the advertisers, which is their source of revenue.
